The method comprises: compounding an intumescent flame retardant using modified starch as a carbon source with ultra-fine metal hydroxide to obtain a composite flame retardant, and accurately proportioning the compounded raw materials via a feeding system; mixing a composite elastomer, UV initiator, crosslinking agent, antioxidant, polyolefin and the composite flame retardant, and feeding the mixture into a twin-screw extruder; performing pre-granulation after extrusion and plasticization, re-plasticizing via a single-screw extruder, then extruding into a mold to obtain a waterproof base sheet, and cooling for molding. The invention uses an elastic tarpaulin to allow airflow to enter from the air inlet and blow out from the air supply mesh. The rotating roller agitates the powdery raw materials at the bottom to produce a fluidization effect, thereby avoiding material agglomeration and ensuring accurate feeding and proportioning.
