The method includes: S00, compounding or surface grafting the dispersed phase material with an electret material to form an aggregate of high-density electrets; S10, uniformly mixing the aggregate with a continuous phase and a compatibilizer in a certain proportion, and extruding the mixture through a twin-screw extruder to obtain a composite masterbatch; S20, obtaining micro-nanofibers through a melt-blowing process, and collecting the accumulated micro-nanofibers to obtain an in-situ nanofiber-reinforced toughened melt-blown fiber web; S30, subjecting the in-situ nanofiber-reinforced toughened melt-blown fiber web to electret treatment to obtain the in-situ nanofiber-reinforced permanently charged toughened melt-blown material.
